If you can't find the almond colored appliances you want, I would go with black (since you said you can't afford the stainless steel). If you are going to paint your cabinets, find a paint that will match your almond appliances if you get them, if not then the color doesn't make much difference.
Though, if you want a Tuscany look, I would go with light green for the cabinets (if you get the black appliances), I like a pale moss green or olive green, and a Tuscany gold color for the walls, you may need to use a sponge technique. Paint your other woodwork the same color you paint your cabinets. See if you can find decals that you like, that you can put on the cabinet doors. Add pictures to the walls, if you have a good place for them, grow herbs in a window. And see if you can find some colorful "pasta" bowls and pitchers to display. You might look for those first and see if you can come up with colors from them. Those are just some suggestions, not necessarily meant to use all at the same time.
I hope that helps some.

I painted my cabinets and used a soft white paint and then a brown glaze. They are beautiful ! Take the doors off, remove the hardware, prime them, prime base cabinets, 2 coats of paint on cabinets and doors. Rehang the doors. Glaze (brush glaze on - then remove most of the glaze with a damp sponge) the doors and cabinets. Let dry then seal. Put the handles back on. Have fun!
