You can try a cleaner that kills mold and mildew.
Ammonia or bleach. Spray on and let it sit for half an hour, let it dry and find a sealant to brush over you may have moisture sweep in from somewhere. Find the source.
the best way I have found is to coat the area with ‘glen 20′ spray or similar
